City Council Regular Meeting —12/20/04 <br />DRAFT Minutes - Page 8 <br />7. Consider a Concept to Expand Rosedale Mall, 1600 West <br />Highway 36 (PF 3608) <br />City Planner Thomas Paschke introduced the request: a general <br />concept proposal to expand the Rosedale Ma1L It eventually <br />would entail modification of a planned unit development <br />agreement. He described the proposed "lifestyle retail center" at <br />the expanded mall. <br />Councilmember Schroeder asked for clarification about the <br />proposed uses on each level in the expansion area. He <br />questioned whether the "lifestyle" center was a departure from <br />the in-line-ma11 concept. He also questioned the proposed <br />reduction in Rosedale's approved parking ratio from 5 to 4.5 <br />parking spaces per thousand feet of gross leasable space. <br />Councilmember Ihlan asked for clarification of the amendment <br />process for a planned unit development. She also asked about <br />the scope of the area that was provided with notice for this case. <br />(750') She asked for details about the additional retail space <br />included in the expansion proposal. <br />Councilmember Kough asked about traffic movement within the <br />Mall and along County Road B-2. City Planner Thomas Paschke <br />described meetings with MnDOT, Metro Transit, Ramsey <br />County and Rosedale relating to traffic issues. He indicated <br />there were no final solutions at this time. <br />The applicant was invited to come forward. John Schupp of <br />Jones, Lay, LaSalle responded to Councilmember Schroeder's <br />question about the purpose and reason for the "lifestyle retail <br />center." He responded that convenience was a strong trend in <br />favor of "lifestyle" centers. Shoppers can park and access the <br />store they wish to use and then leave. Some shoppers also like <br />the more distinctive architecture associated with "lifestyle" <br />centers. He indicated that some retailers are saying they strongly <br />prefer "lifestyle" formats over an interior mall format. <br />Councilmember Ihlan asked about alternatives to a"lifestyle" <br />center. Mr. Schupp responded by referring to their market <br />research supporting a hybrid operation with "lifestyle" retail near <br />the mall and its large-format anchors. <br />Concept to Expand <br />Rosedale Mall <br />
