City Council Regular Meeting —12/20/04 <br />DRAFT Minutes - Page 9 <br />Councilmember Ihlan asked how essential the theater complex <br />was to the Rosedale proposal. Mr. Schupp responded that this <br />complex includes theater-style seating and enhanced audio and <br />visual technology that is the current standard in the industry and <br />popular with consumers. <br />Councilmember Maschka asked about the stark appearance of <br />the west theater elevation. Mr. Schupp responded that some <br />lifestyle tenants would wrap around the corner on the lower level <br />of the theater building. In addition, architectural relief would be <br />created through facades and materials. Mayor Klausing agreed <br />with Councilmember Maschka's concern with this elevation, and <br />urged the applicant's attention to Councilmember Maschka's <br />comment. <br />Councilmember Ihlan asked about the Transit Hub and stated it <br />was a critical component of the Mall. Mr. Schupp referenced <br />meetings with Aaron Isaacs of Metropolitan Transit & with the <br />Parsons group who were Rosedale's traffic consultant. The <br />Park-n-Ride is proposed to stay in place. The Transit Hub would <br />stay close to the Mall and entail some modification to one of the <br />parking fields. Aaron Isaacs described the current, draft Transit <br />Hub Plan. He indicated Metropolitan Transit and Rosedale had a <br />disagreement over the length of an extended transit agreement. <br />He also stated that Metropolitan Transit could and would invest <br />in additional, structured parking anywhere at the Mall if that <br />would help. <br />Mayor Klausing asked about parking areas at the Mall that might <br />lend themselves to construction of a parking ramp. Mr. Isaacs <br />indicated that discussions had not gone that far. <br />Councilmember Maschka noted that Eden Prairie had a nice <br />transit ramp. Mr. Schupp said that existing parking fields had <br />been looked at for ramping at the Mall, including something <br />partially subterranean in the southeast field. However, Mall <br />owners were concerned about sight lines and about the duration <br />of an agreement. <br />Councilmember Ihlan commented favorably about Ridgedale's <br />
