The commer�cial industr�ial goals and policies of the City of Roseville ar�e descr�ibed in Section 3 of the <br />Compr�ehensive Plan. The br�oad planning pr�inciples that wer�e used in the Twin Lakes Renewal Pr�ocess <br />include the following: <br />J� <br />�� <br />,�� <br />�� <br />�} <br />�� <br />�� <br />8� <br />�� <br />�0� <br />Cr�eate a buffer to pr�otect and enhance the public enjoyment of Langton Lake <br />Pr�otect the r�esidential neighbor�hoods with less intr�usive land uses <br />Cr�eate a livable envir�onmentwith a mix of uses <br />Cr�eate compatibility between uses and building designs <br />Minimize the impact of commer�cial traffic onto r�esidential str�eets; r�educe congestion at <br />main inter�sections <br />Clean up soil and gr�oundwater� pollution <br />Pr�ovide a r�ange of quality jobs <br />Diver�s� tax base <br />Pr�ovide a flexible land use plan <br />Locate uses in ar�eas wher�e they can best take advantage of necessary mar�ket for�ces <br />In addition, the Plan embodies the following policies: <br />1) The City encour�ages o�ce and ofice-high tech assembly, and medical and biotech uses <br />wher�e they have immediate access to County Roads and the fr�eeway. <br />2) The City encour�ages limited, integr�ated or� mixed-use "suppor�t" r�etail, r�estaur�ant and <br />lodging uses in appr�opr�iate locations, wher�e customer�s will have easy access fr�om their� <br />job locations in Twin Lakes Business Par�k and fr�om the Rosedale ar�ea. <br />3) The City encour�ages a mix of office and high-tech uses with multiple r�esidential uses wher�e <br />they can take advantage of the amenities offer�ed by the par�ks westand south of Oasis Par�k, <br />and in a mixed �ce/Residential ar�ea on the west and southeastsides of Langton Lake. In <br />effect the multiple r�esidence ar�eas become the "new edge" to the existing adjoining <br />r�esidential ar�eas. <br />4) The City allows existing non-confor�ming uses, most notably the tr�ucking oper�ations, to <br />r�emain as pr�e-existing, nonconfor�ming uses until a mor�e compatible, per�mitted business <br />par�k use succeeds the tr�ucking use. If the City should decide to r�ezone, the City will adopt <br />zoning or� a planned unit development in which these non-conforming uses may r�emain, but <br />will be encour�aged to move to newer�, mor�e envir�onmentallycompatiblear�eas specifically <br />designed and suppor�ted by r�oads and infr�astr�uctur�efor�such uses, consistent with this Plan <br />or� in other� appr�oved metr�opolitanar�eas. <br />S) The City encour�ages quality site design in new developments, to include landscaping, <br />signage, ber�ming, lighting, location of multi-story buildings with buildings, par�king and <br />access, and other� elements which will ensur�e compatibility with adjacent land uses, and <br />with their� owri internal functioning.
