9.4 Section 14 of the AUAR states: "The Twin Lalces Redevelopment projects will comply with <br />requirements of the shoreland management ordinance, unless otherwise noted in each particular <br />blanned unit develonment a�reement." Because planned unit developments are to be flexible <br />and 'm most cases less restrictive than a specific zone, the proposal by Rottlund homes may not <br />comply with all regulations identified in the Roseville City Code. <br />9.5 Section 1016.05 (Definitions)defines SHORE IMPACT ZONE as: "Land locatedbetween the <br />ordinary high water level of public water and a line parallel to it at a setbacic of 50%of the <br />structure setbacic." Under Section 1016.16 required structures are to be setbacic a minimum of <br />75 feet from the ordinary high water level and parlcing lots and roadways are to be set bacic a <br />minimum of 30 feet from the ordinary high water level. The City Planner has determined that <br />the SHORE IMPACT ZONE is the area that lies 37.5 feet from the ordinary high water level of <br />Langton Lalce. Langton Lalce Parlc occupies the majority of the Shore Impact Zone and no <br />structures have been proposed within this zone. Twin Lalces Parlcway is proposed along the <br />southern boundary of Langton Lalce Parlc and lies approximately 95 feet from the south <br />shoreline of Langton Lalce, which distance exceeds the requirements of the Shore Impact Zone. <br />9.6 Section 1016.05 (Definitions)defines SHORELAND as: "land located within 1,000 feet from <br />the ordinary high water level of the lalces classified in section 1016.13 of this chapter. The <br />limits of the shorelands may be reduced whenever the waters involved are bounded bv <br />tot�o�rauhic divides (such as a minor watershed) extended landward from waters for lesser <br />distances and when approved by the MnDNR commissioner." Within the Shoreland Overlay <br />District there is a Shoreland Management District. <br />9.7 Section 1016.05 (Definitions)defines SHORELAND MEINAGEMENT DISTRICT as: "Land <br />located within 300 feet from the ordinary high water level; or the first tier of riparian lots or the <br />first tier of lots or the first tier of lots beyond a public street when the street is adjacent to a <br />public water body, whichever is greater, of certain public waters as established by the City <br />Council as established by this code." All parcels within Langton Lalce Parlc (the first tier, <br />riparian lots) and the land from the park boundary to the 300 foot distance (from ordinary high <br />water level) are both within the SHORELAND MANAGEMENT DISTRICT, upon which <br />additional residential and commercial PUD requirements or open space credits will be applied. <br />This excludes areas not within the Langton Lalce minor watershed from Shoreland Management <br />District requirements. <br />9.8 Parkingc Paved parlcing is a necessary land use. Required parlcing for the proposed <br />development will consist of a two spaces for each dwelling unit, of which 1/z will be required to <br />be covered, and 4.5 to 5.0 spaces per 1,000 square feet of leasable space in the retail and office <br />areas. In the case of the Rottlund Properties proposal, each townhomeVcondo will have two <br />covered spaces. The townhome site will also have addition on-street parlcing. The <br />condominiums will provide each resident at least one undergroundparlcing space one space in <br />the at grade parlcing lot, except in senior buildings where the parlcing ration may be as low as <br />13 spaces per unit. <br />PF3595_RCA_Twin_Lakes_General_Concept_011005 Page 22 <br />
