9.0 PROTECT IMPACTS; <br />91 Traffic: Traffic had previously been reviewed by the City's traffic and parlcing consultant <br />SRF (Steve Wilson) and has been updated in the revised Rottlund Master Site Plan. (Refer to <br />attached charts) The chart below shows how the traffic will change from what is there today, to <br />natural increases with no redevelopment, to increases associated with the uses outlined in the <br />AUAR and the traffic associated with the Rottlund concept. Overall, the proposed traffic <br />generated from the proposal is not above that outlined in the AUAR. As an example, Fairview <br />has an existing average daily trips of 9,700 vehicles per day. ff there was no redevelopment, the <br />traffic would increase by 2,800 trips per day to 12,500 by the year 2020. With the Rottlund <br />proposal (and including the natural growth) the traffic would increase by 5,400 trip per day to <br />15,100 by the year 2020. However, the AUAR indicated that traffic would increase by 8,900 <br />trips per day on Fairview to 18,600 by the year 2020. Adopted in 1994, the Roseville <br />SHORELAND MANAGEMENT DISTRICT (as described on the map attached to the original <br />1994 ordinance) is the environmentallysensitive area within 300 feet of the shoreline of any <br />DNR or City protected lalce. The Development Team must adhere to the PUD requirements of <br />Section 1016.24 of the City Code. The Development Team must also receive the applicable <br />approval and permit from the Rice Creelc Watershed regarding storm water management. <br />Rottlund's engineering consultant, RLK, has been meeting with Roseville's City Engineer as <br />well as the Rice Creelc Watershed District to discuss specific requirements. The Department of <br />Natural Resources (DNR) was notified of the project's public hearing. The DNR's interest is in <br />the public water body. The City is required to notify the DNR when the project is approved. <br />However, since this is a City ordinance, the DNR does not have jurisdictional review on this <br />land use or redevelopment proposal. The City Council, through the Planned Unit Development <br />process (Section 1008 and 1016) has sole jurisdiction over this redevelopment proposal. <br />93 Items that must be considered by the Development Team in the final proposal include: <br />Natural landscaping, habitat protection and vegetative screening <br />Water quality, quantity, and storage <br />Setbacics to protect slopes, wetlands, and shoreline (if applicablej <br />Subdivisions of land and availability of city utility services <br />Floor coverage's, drainage, ponding and erosion prevention <br />Open space preservation techniques <br />Owners associations and maintenance techniques <br />PF3595_RCA_Twin_Lakes_General_Concept_O11W5 Page 21 <br />
