However, offsetting these costs, new residents will contribute to the social <br />and volunteer community; more state road aids will be returned to Roseville and contribute to <br />the construction and maintenance; there will also be improved land uses and increased property <br />and sales taxes that will, in the future, provide a longer term benefit to the City. <br />11.21 Staff Recommendations:Based on the impacts and findings within Section 7 through Section <br />11 of this project report, the Community Development Staff recommends approval of the <br />redevelopment concepts for Twin Lalces and the Twin Lalces Master Site Plan as presented by <br />Rottlund Homes with conditions. <br />11.22 Planning Commission Recommendations: The Planning Commission, after holding a <br />public hearing on October 6 and October 14, 2004, prepared the following <br />recommendations: <br />1. Motion: Member Bakeman moved, seconded by Member Pust, to recommend approval <br />of the proposed amendment to the Twin Lalces Master Site Plan as prepared by the Twin <br />Lalces Master Developer, Rottlund Homes for the October 14, 2004 Planning <br />Commission meeting, subject to approvals and permits from the Rice Creelc Watershed <br />Organization and MnDNR. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />2. Motion: Member Bakeman moved, seconded by Member Bcerigter, to recommend <br />approval of the Preliminary Plat and Subdivision as prepared for the October 14, 2004 <br />Planning Commission meeting by Rottlund Homes, as Master Developer, creating a <br />parlc and pond dedication, 490 townhome lots, 240 Condominium lots; and three retail <br />or office lots, subject to approvals and permits required by the Parlc and Recreation <br />commission, Rice Creelc Watershed Organization and MnDNR, Raznsey County and <br />MnDOT. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br />PF3595_RCA_Twin_Lakes_General_Concept_011005 Page 27 <br />
