3. Motion: Member Pust moved, seconded by Member poherty, to recommend approval <br />of the ordinance rezoning the Twin Lakes parcels from I-1,I-2, and B-4 to Planned Unit <br />Development with an underlying zoning of B-6, Mixed Use Business Park District as <br />per the site plan and preliminary plat submitted and reviewed at the October 14, 2004 <br />Planning Commission meeting, to become effective upon final approval by the City <br />Council of the planned unit development agreement and publication of the ordinance. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried <br />4. Motion: Member Pust moved, seconded by Member Bakeman, to recommend approval <br />of the Concept PUD as prepared for the October 14,2004 Planning Commission <br />meeting by Rottlund Homes, as Master Developer, for an 80 acre mixed-retail, office, <br />and residential planned unit development consisting of park land and cash-in-lieu <br />dedications, storm pond with overlook and trails, 490 townhomes, up to 5 stories with <br />221,000 s.f. of office building, 240 condominium units, and retail office uses, subject to <br />approvals and permits required by the Rice Creek Watershed District and MnDNR, <br />Ramsey County and MnDOT and subject to three conditions: 1) City staff shall work <br />with the Master Developer to formulate a traffic reduction and redistribution plan <br />designed to decrease traffic flow in adjacent residential areas; 2) The project will <br />comply with the city shoreland ordinance, Chapter 1016, or specify any deviations from <br />said ordinance for approval by the City Council; 3) The project will be constructed in <br />such a way that it is consistent with LEED design standards as discussed in the <br />September 27, 2004 memorandum submitted to the city by the Master Developer. Final <br />approval by the City Council will be considered after all conditions and required <br />documents and permits have been submitted for final approval. Final approvals are <br />considered a separate application process. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />(The 2" phase development, further to the east, is to be reviewed by staff and the <br />Planning Commission at subsequent public hearings prior to issuance of permits.) <br />5. Motion: Chair Mulder moved, seconded by Member Bakeman, to affum that the Twin <br />Lakes Master Site Plan, as prepared by the Twin Lakes Master Developer, Rottlund <br />Homes for the October 14, 20O4 Planning Commission meeting, does not exceed the <br />adopted approved 2001 AUAR maximum thresholds. <br />Ayes: 5 <br />Nays: 0 <br />Motion carried. <br />The Planning Commission instructed Duane Schwartz to review the proposal with the <br />Transportation Committee and return to the Planning Commission meeting in November or <br />December. <br />PF3595_RCA_Twin_Lakes_General_Concept_011005 Page 28 <br />
