City Council Regular Meeting —12/20/04 <br />DRAFT Minutes - Page 10 <br />transit ramp. Mr. Isaacs noted Brookdale and Maplewood Mall's <br />parking structures. <br />Councilmember Schroeder asked whether we need more retail in <br />Roseville. Mr. Schupp talked about the scale and market for <br />retail development in this area. <br />Councilmember Kough commented in favor of Rosedale's <br />concept, noting concerns about architectural style, traffic at B-2 <br />and Snelling and Fairview, parking and the Transit Hub. <br />Councilmember Ihlan asked for information about the traffic <br />issues. City Engineer Deb Bloom and Roger Plum of SRH <br />consultants discussed the current status of the traffic studies and <br />meetings regarding traffic modeling. There are no perfect <br />solutions at this time. B-2 from Snelling to Fairview probably <br />needs widening, and has geometric needs at the intersections. <br />Access to Highway 36 and Snelling needs attention. We need <br />system-wide solutions to traffic congestion, and not just <br />intersection-by-intersection studies. In general, traffic will <br />probably increase on B-2 over the next 20 years even if Rosedale <br />does not expand as Rosedale proposes. If Rosedale expands, <br />expanded ramps and turn lanes will definitely be needed. <br />Councilmember Maschka asked about traffic circles <br />(roundabouts). Mr. Plum indicated they have not been looked at <br />for this project. <br />Councilmember Schroeder asked about pedestrian walkways. <br />City Engineer Bloom indicated that there would be greater <br />pedestrian connectivity between B-2 and the Mall expansion area <br />but not necessarily with the rest of the Mall property. <br />Councilmember Ihlan said she felt uncomfortable approving a <br />concept without knowing more details about the specifics, <br />including financing. She asked about a timetable for getting <br />more detail. City Planner Thomas Paschke responded that more <br />detail is generated in response to councilmember and staff <br />concerns after concept approval; this is done mostly but not <br />entirely by the applicant and its consultants. Hence, the <br />timetable is highly dependent on the applicant undertaking more <br />
