12.0 SUGGESTED COUNCIL ACTIONS: <br />12.1 BY MOTION, APPROVE the proposed amendment to the Twin Lakes Master� P1an as <br />prepared by Rottlund Homes for the October 14, 2004 Planning Commission and October 25, <br />20U4 Council meetings, subject to a�rovals and nermits from the Rice Creek Watershed <br />Organization and MnDNR. <br />12.2 BY MOTION, APPROVE the Preliminary Plat and Subdivision as prepared for the October <br />14,2004 Planning Commission and October 25, 2004 Council meetings by Rottlund Homes <br />creating a park and pond dedication, 490 townhome lots, 240 Condominium lots; and retail or <br />office lots, subiect to approvals and nernuts required by the Rice Creek Watershed Organization <br />and MnDNR, Ramsey County and MnDOT. I.n addition, the Park and Recreation Commission <br />(based on their meeting January 4, 2005) will prepare a recommendation for the Council <br />regarding park dedication. (See draft attached.) <br />As per City Code Section 1102.01 L�', approval of the preliminary plcr� shall not be const�ued to <br />be approval of the final pla� The final plcr� approval shall be applied for separately and within <br />60 days after the approval of the preliminary plcr� (City Code Section 1102.O1 F). For one year <br />following preliminary approval and for two years following final approval, no amendment to a <br />comprehensive plan, zoning or planned unit development or other official cont�ols shall apply <br />to or affect the use, development density, lot size, lot layout, or dedication or platting required <br />or pe�nitted by the approved applicalion. lf the applicant proposes a staged development, the <br />City may by resolution or agreement grant the rights refe�ed to herein for such pe�iods of time <br />longer than two years. <br />12.3 BY MOTION, hold a first reading of an ordinance rezoning the Twin Lakes parcels from <br />I-1,I-2, and B-4 to Planned Unit Development with an underlying zoning of B-6, Mixed Use <br />Business Park District as per the site plan and preliminary plat submitted and reviewed at the <br />October 14, 2004 Planning Commission and October 25, 2004 Council meetings, to become <br />effective after a second reading and upon final approval by the City Council of the planned unit <br />development agreement and publication of the ordinance. <br />12.4 BY MOTION, APPROVE the Concept PUD as submitted and dated October 14, 2004 <br />Planning Commission and October 25, 2004 Council meetings by Rottlund Homes for an 80 <br />acre mixed-retail, off'ice, and residential planned unit development consisting of park land and <br />cash-in-lieu dedications, storm pond with overlook and trails, 490 townhomes, up to 5 stories <br />with 221,000 s.f. of office building, 240 condominiumunits, and retail office uses, subject to <br />approvals and permits required by the Rice Creek Watershed Organization and MnDNR, <br />Ramsey County and MnDOT, and subject to the following conditions: 1) City staff shall work <br />with the Master Developer to formulate a traffic reduction and redistribution plan designed to <br />decrease traffic flow in adjacent residential areas; 2) The project will comply with the city <br />shoreland ordinance, Chapter 1016, or specify any deviations from said ordinance for approval <br />by the City Council; 3) The project will be constructed in such a way that it is consistent with <br />LEED design standards as discussed in the September 27, 2004 memorandum submitted to the <br />city by the Master Developer .
