In short, absent <br />the issuance of an injunction, the filing of rl�� suit itself does not act to stay the �ounci,'a <br />consideration of the Twin Lakes matters. Moreover, the deadline for the Council to act, under <br />Minn. Stat. � 15.99 (the 60 day rule), is currently February 4.
