Wilson, Senior Associate <br />DA'T'E; January 6,2005 <br />SUBJECT: ���E� ��i�II�+�T�4f� �F�I�►'�� ��►�rP+�iK��1r ���� <br />At the request of the City of Roseville SRF Consulting Group has reviewed a draft concept <br />eliminating the proposed Twin Lalces Parl�vay (TLP) between Prior Avenue and Arthur <br />Street. This proposal would result in several negative effects on the surrounding roadway <br />system: <br />A 20 percent increase in traffic on the traffic-sensitive segments of Fairview Avenue <br />and County Road D cozinpared to the alternative with a full connection <br />Increased traffic at critical intersections along County Road C and Cleveland Avenue, <br />reducing some intersections to a failing level of service <br />Increased traffic at the unsignalized intersection of Arthur Street and County Road C, <br />resulting in potential safety issues <br />The effects of a discontinuous routing of Twin Lalces Parl�vay were reviewed in June 2004 by <br />the Twin Lalces Master Plan Taslc Force. That option diminished the attractiveness of using <br />Twin Lalces Parl�vay. However, the current proposal completely eliminates the potential to <br />use Twin Lalces Parlcway. <br />The first impact would be to increase the use of Fairview Avenue and County Road D. Twin <br />Lalces Parl�vay is intended to channel traffic from the adjacent development and channel it to <br />and from the arterials at the east and west ends of the study area (Cleveland Avenue and <br />Snelling Avenue, respectively). Without the parl�vay, traffic from existing and planned <br />development east of Fairview Avenue (and a portion of the land area west of Fairview <br />Avenue) would re-route to either County Road C or to Fairview Avenue and County Road D <br />to access I-35 W. In addition, TLP would attract a portion of the cut-through traffic that <br />currently uses County Road D, Fairview Avenue and Lydia Avenue.
