�r�ervious �urfac� Requitements <br />• Impervious surface coverage shall not exceed 25% of the site area in a <br />shoreland overlay district Roseville City Code 1016.26 <br />Comprehensive Plan <br />� Creating a"buffer to protect and enhance the public enjoyment of Langton <br />Lake" Cl�vin Lakes Comprehensive Plan Amendment Goals and Policies ITI(1)) <br />#"Niinimizing the impact of commercial traffic onto residential streets" and <br />"reducing congestion at main intersections" (Twin Lakes Comprehensive Plan <br />Amendment Goals and Policies III(5)) <br />� Encouraging "limited, integrated or mixed-use "support" retail" (Twin Lakes <br />Comprehensive Plan Amendment Goals and Policies III(2)) <br />• Reducing "light, air, noise and visual pollution" (Twin Lakes Renewal Strategies <br />{21)) <br />� The Twin Lakes Comprehensive Plan Amendment specifically recommends <br />against Big Box Retail and Strip Centers, because of 1)increased level of traffic; <br />2) longer hours of operation; 3) reduced quality and quantity of jobs created; 4) <br />lower value of building finish; 5) large parking lots required due to parking <br />demands (Twin Lakes Comprehensive Plan Amendment Proposed Land Use, <br />at p. 11). <br />� The Comprehensive Plan also specifically states City policy against further large <br />scale retail development in Roseville: <br />Retail is not encouraged, especially large scale regional and subregional big box <br />developments. The City already had 113.17 acres of Retail (B-3) zoned <br />property with a regional and subregional mal I. The City has adopted a policy of <br />not expanding retail area, but rather intensifqing those developments within <br />existing retail and/or shopping center zones. In addition, the City policy for <br />redevelopment is to attract head-of-household job opportunities to the City <br />and nearby workforce. (Twin Lakes Comprehensive Plan Amendment Land <br />Use and Zoning, at p. 20) <br />AUAR Assumntions <br />The AUAR assumed a service retail naix of �4-0,040 square feet and a maximum <br />of 540 housing units in the 70 acre area currently proposed for redevelopment <br />The Rottlund proposal iricludes 350,000 square feet of retail development and <br />730 housing units for the same area. <br />. The AUAR assumed that Twin Lakes Parkway would be in a substantially <br />different location, further from Langton Lake and Langton Lake Park. <br />
