Call to Order and Roll Call 7:00 p.m. <br />Mayor Klausing called a special meeting of the Roseville City <br />Council to order at 7:00 p.m. in the City Hall Council Chambers <br />on the above date and welcomed everyone. <br />Roll Call (Voting Order) <br />Councilmembers Ihlan, Kough, Schroeder, Maschka and Mayor <br />Klausing. All were present. <br />City Attorney Jay Squires was also present. <br />Mayor Klausing stated the purpose of the special meeting to <br />consider 2005 City Budget Issues, and items not completed at <br />and held over from the December 20, 2004 regular meeting. <br />Receive Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any non-agenda items. <br />A. Dick Lambert, 800 Brenner Avenue <br />Mr. Lambert, in reviewing his personal Truth in Taxation <br />Property Tax Statement from Ramsey County, noted an <br />increase of 19.4% from 2004 to 2005 payable taxes for his <br />property. Mr. Lambert further referenced records on 71 <br />various properties within the community that were <br />experiencing an average increase of 18.5%. Mr. Lambert <br />noted that this was a substantial increase, and as a citizen <br />voter and taxpayer, he thought it only reasonable to ask the <br />City Council to reconsider the proposed tax levy and <br />
