City Council Special Meeting — 12/27/04
DRAFT Minutes - Page 2
consider additional reductions and serious monetary saving
recommendations from the City Manager.
B. Amy Ihlan, City Councilmember
Councilmember Ihlan stated, for the record, her obj ection
to personal remarks at the December 20, 2004 regular
Council meeting by Councilmembers Maschka and
Schroeder; and later quoted in the Pionee Pess in their
publication of December 22, 2004. Councilmember Ihlan
opined that these personal remarks showed a lack of respect
for City Council proceedings, as well as her personally.
Councilmember Ihlan referred to the "meeting guidelines"
provided on each City Council Agenda, and requested that
Councilmembers follow those guidelines, as well as the
public.
Mayor Klausing duly noted Councilmember Ihlan's
comments and encouraged all Councilmembers in the
future keep their comments within the scope of City
Council business.
Councilmember Maschka apologized for his comments at
the meeting in question, citing the lateness and length of
the meeting; acknowledging that his comments were out of
line, and assured Councilmember Ihlan that such comments
would not occur again.
Councilmember Schroeder did not apologize for his
comments, noting his continuing frustration due to the
repetitious nature of Councilmember Ihlan's comments.
Councilmember Schroeder encouraged Councilmember
Ihlan to make her point, and allow the meeting to move
forward in a more timely fashion; and when appropriate to
e-mail or provide written comment to her fellow
Councilmembers to allow them time for review and
information rather than taking up meeting time.
Councilmember Kough concurred with Councilmember
Ihlan's concerns; and encouraged professional conduct at
the bench.
