�G:� -�r� �. ���� } <br />procedural ruling of the Presider. The appeal must be <br />presented at the time of the Presider's ruling. A majority <br />vote of the Council quorum at that meeting overturns the <br />Presider's procedural ruling. <br />6. No Surprises. Whenever possible, Members of the Council <br />should malce all reasonable efforts to inform and not surprise <br />each other. Thus, the reasons a Councilmember has for <br />supporting or opposing an issue should be shared with other <br />Councilmembers with as much advance notice and warning as <br />possible. <br />7- Votin�. Councilmembers will vote on all motions presented at <br />a Council meeting unless they declare an actual or potential <br />conflict of interest under applicable law. The City Attorney shall <br />assist Councilmembers in determining whether they have a <br />conflict of interest. <br />8. Lateness of the Hour. <br />a. The City Council will not talce up a new item of business <br />after 10 o'clock p.m. CST, except as expressly permitted by a <br />���'s maj ority vote of the entire Council. <br />b. In addition, all Council meetings will conclude on or before <br />11 p.m. CST; items not completed prior to 11 p.m. will be <br />talcen up at a subsequent meeting. <br />9. Council Liaisons. The Council may appoint Council Liaisons <br />from among its Members to improve communication with <br />governmental bodies and other groups such as School District <br />623, School District 621, and the Ramsey County League of <br />Local Governments. Council Liaisons shall function as a <br />conduit for information but shall not purport to represent the <br />policy views of the entire City Council unless the Council has <br />authorized them by motion to malce such representations or <br />unless the Liaison is setting forth a Council position that is a <br />matter of public record. <br />3 <br />
