require Councilmembers to "agree to disagree without j� being disagreeable." �� 3. Special Council Meetings. The Mayor or any two Councilmembers may call a Special Meeting of the City Council. Any Member of the Council desiring to call a Special Council Meeting shall first malce a good faith effort to contact, or have the City Manager contact, all other Members of the Council to determine their availability. The City Manager shall provide notice of Special Council Meetings as required by law. 4. Agendas. a. The City Manager shall be responsible for seeing that Council agendas include necessary City business items and that they are distributed to all Councilmembers no later than the Thursday evening preceding a Monday Council meeting. b. Each Councilmember may add an item or items to a Council agenda until 12 o'clocic noon on the Wednesday preceding a Monday council meeting. c. Council agendas will be considered and approved at the beginning of a council meeting. The Council will act only on the items that are on the approved agenda. d. At a council meeting, items may be removed from that agenda by majority vote of a Council quorum or by informal general consent of the Council. At a council meeting, items may not be added to that agenda except a s allowed by 4/ 5's maj ority vote of the entire Council. 5_ Presider. a. The Mayor, or in the Mayor's absence �t�!� Acting Mayor, shall preside at all Council meetings and facilitate discussion in a way that balances fairness in accomplishing the public's business with efficiency. To that end, the Mayor and Council will use the most recent edition of Roberts' Rules of O�de� as a meeting guide. b.
