require Councilmembers to "agree to disagree without j� <br />being disagreeable." ���� <br />3. Special Council Meetings. The Mayor or any two <br />Councilmembers may call a Special Meeting of the City Council. <br />Any Member of the Council desiring to call a Special Council <br />Meeting shall first malce a good faith effort to contact, or have <br />the City Manager contact, all other Members of the Council to <br />determine their availability. The City Manager shall provide <br />notice of Special Council Meetings as required by law. <br />4. Agendas. <br />a. The City Manager shall be responsible for seeing that <br />Council agendas include necessary City business items and <br />that they are distributed to all Councilmembers no later than <br />the Thursday evening preceding a Monday Council meeting. <br />b. Each Councilmember may add an item or items to a Council <br />agenda until 12 o'clocic noon on the Wednesday preceding a <br />Monday council meeting. <br />c. Council agendas will be considered and approved at the <br />beginning of a council meeting. The Council will act only on <br />the items that are on the approved agenda. <br />d. At a council meeting, items may be removed from that <br />agenda by majority vote of a Council quorum or by informal <br />general consent of the Council. At a council meeting, items <br />may not be added to that agenda except a s allowed by 4/ 5's <br />maj ority vote of the entire Council. <br />5_ Presider. <br />a. The Mayor, or in the Mayor's absence �t�!� Acting Mayor, <br />shall preside at all Council meetings and facilitate discussion <br />in a way that balances fairness in accomplishing the public's <br />business with efficiency. To that end, the Mayor and <br />Council will use the most recent edition of Roberts' Rules of <br />O�de� as a meeting guide. <br />b. As assisted by the City Attorney, the Presider shall rule on <br />all procedural questions associated with the running of a <br />council meeting. Any Councilmember may appeal a <br />� <br />
