�� � <br />����o- - . . . _ inc. <br />TransitAmenities Provider <br />January 15,2005 <br />Mr. Neal Beets, City Manager and <br />City Council of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />RE: Transit Amenities <br />Dear Mr. Beets and Council: <br />I appreciate the opportunity and consideration of Outdoor Promotions as a vender for the <br />implementation of a transit shelter program for the citizens of Roseville. <br />Our efforts started three years ago with the Community Development Director, Dennis <br />Welsch, who introduced us to the 35W Coalition of Cities. I mention in confidence that <br />we have many of the Coalition Cities awaiting Roseville's implementation in order to <br />model your program. In addition to the Coalition, I have been working on a franchise <br />agreement with Saint Paul, which staff has recently approved and we are ready now to <br />move on to city council for approval. <br />As you may recall, OPI was before City Council last year for approval of our agreement <br />which proceeded after much discussion with city staff to ensure the agreement met with <br />the City's ordinance. During the council discussion, the question came up regarding the <br />percentage of revenue we proposed to share with the city because it was a flat percentage <br />and a few points lower then the maximum percentage contained in the Minneapolis and <br />Saint Paul program being provided by Transtops. As a result, our proposal was tabled <br />and staff was directed to contact Transtop. <br />Transtop has been operating in Minneapolis and Saint Paul for over 20 years. Over the <br />years they have probed the opportunityto expand into a few suburb cities but after 20 <br />years they have not acted even though the opportunities have existed. <br />As staff entered discussions with Transtop it was discovered that there is a big difference <br />between our programs. Transtop has never provided trash receptacles in their program <br />nor do they accept responsibility for empting the receptacles that Metro Transit provides <br />at a few stops. They strongly resisted the trash receptacle concept with Roseville staff <br />and initially proposed a program to share only one percent higher revenue then OPI. A <br />one percent share to the city amounts to approximately $4 to $8 per shelter per month. <br />On twenty shelters this only means a difference from $80 to $160 per month to the city. <br />5724 S.
