Friday, January 14,2005
Commissioner Carol Molnau
Department of Transportation
Transportation Building
395 John Ireland Blvd.
Saint. Paul, MN 55155
Re: City of Roseville, Snelling Avenue and Oakcrest Closure
Dear Commissioner Molnau,
Recently, Mr. Pafko, North Area Manager, Minnesota Department of Transportation,
1, West Co. Rd B2, Roseville, Minnesota 55113, closed off a very necessary access to
the James N addition that has about 200 homes, without adequate notice or explanation
located at Snelling and Oacrest in Roseville.
At the same time, Ramsey County is working on County Road C on the north side of this
neighborhood, so they need some accommodation on access, at least until the County
Road C project is completed. This summer is going to be a horrible traffic situation for
this neighborhood. There only other access is onto Fairview Avenue, a heavily used four
lane road, and a steep incline out of the neighborhood. This creates a very dangerous
situation due to the fact traffic has doubled on Fairview because of the closure.
I organized a meeting of state legislators (Senator John Marty, Rep. Mindy Greiling) ow
County Commissioner Jan Wiessner ow City Public Works Director Duane Schwartz.
Roseville Council persons in attendance included Amy Ihlan and Dean Maschka. Mr.
Kenneth Haider of Ramsey County's Public Works was also in attendance.
And Mr. Pafko, along with his trafF assistant, came and explained why they tYit this
should be closed. Mr. Pafko graciously listened to the neighborhood's objections for
several hours, and is giving the matter some additional thought.
One of the residents, Mrs. Elizebeth Lueck had previously made a suggestion as to how
to proceed, which is attached hereto for your review. I think it makes a lot of sense.
I am planning to set up a task force of neighbors to work with our public works director,
who will in turn work with Mr. Pafko and Mr. Haider, to see what accommodain can be
worked out.
