REQUEST FOR COUNCIL ACTION
DATE: O 1 /24/OS
ITEM: 3.
Department Approval: Manager Reviewed: Agenda Section:
s .. ' '
Item Description: Transportation Summit
Background: We want to take this opportunityto have a discussion with the Council regarding
a number of changes in proposed county and Mn/DOT projects that impact Roseville, as well as
issues that are affecting all of us in transportation planning. We will hear from Mn/DOT,
Ramsey County, and our staff as to the status of proposed projects, project selection criteria and
process, and current funding issues, plus a bit about proposals before the legislature.
We would also like to talk with the Council about the need for a broader approach to long-range
transportation planning for the City of Roseville. This need has been evident recently in light of
several major land use proposals before the Council in recent months. Major land use changes
can have impacts beyond the immediate adjacent roadway system, and we need to be prepared to
predict what these impacts will be in order to sufficiently plan for future improvements to the
transportation system. Seeking and planning for funding for major improvements is a process
that in many cases needs to begin years in advance of a proposed construction date.
An outline of what we have asked each agency to discuss with you is as follows:
Mn/DOT — Frank Pafko, North Area Manager
a. Projects planned for o w area including recent changes to scheduled projects
b. Bus rapid transit
c. Fast lane proposals
d.
