None are contemplatinga switch. <br />Ramsey County has retained a national consulting � to work with Roseville to design an <br />independentlyverifiable single-stream pilot program. <br />Robbinsdale population 14,123 <br />Has organized collection for garbage, yard waste and recycling. Waste Managementwon <br />the bid and included a provision to switchto single-streamat the beginningof this year at a <br />rate of $236. That rate is fixed for 2003-2004. The city insisted on a provision in which it <br />will own the carts and the vendor, whether it's Waste or a differentcompany in the future, <br />will maintain the carts. <br />Washington County <br />Eight of the smallest cities in the county have switched to single-stream. They average <br />less than 2,000 people per city. All are in rural areas in which two-stream collection is <br />expensive.
