4.0 REVIEW of PROJECT: <br />4.1 The proj ect area consists of Leben's Greenhouse and the adj acent single family home and <br />comprises approximately 5-1/2 acres. The senior cooperative will lie on Lot l, <br />Greenhouse Village and comprise approximately 194,264 sq. ft or 4.45 acres, while the <br />town homes will lie on Lot 2 Greenhouse Village and comprise approximately 25,794 sq. <br />ft. or .60 acres. <br />4.2 The proj ect site is mostly surrounded by single family homes (south across Larpenteur <br />Avenue in Saint Paul; north across Dionne Street; and east). To the west is the 127 unit, <br />4 story Roseville Senior Apartments. Further to the west is Lexington Plaza, Roseville <br />Center, and other single user commercial business in Saint Paul. <br />43 Roseville's policy has been to use site-specific Planned Unit Development (PUD) zones <br />and development contracts in redevelopment areas with miYes of uses. As proposed, <br />Greenhouse Village and its mixed residential uses would be a PUD zone, specific to the <br />5 -1 /2 acre site. <br />4.4 On May 25,2004 the Roseville City Council approved the "concept" phase of the <br />Greenhouse Village proposal including a Comprehensive Plan Land Use Map <br />Amendment from Business to High Density Residential; a Preliminary Plat creating 1 <br />large lot and 7 town home lots with common area; and the General Concept PUD for a <br />105 unit senior cooperative and 7 town home units (2 structures — 3 and 4 units attached), <br />that includes the Rezoning of the property from B-2, Retail Business District and R-1, <br />Single Family Residence District to Planned Unit Development with an underlying <br />zoning of R-3, General Residence District and R-6, Townhome District, with the <br />following conditions\directions: <br />a. The design of the two projects must complement each other and be compatible with the <br />general conte� and human scale of the neighborhood for both architectural design and <br />building materiaLs. The cooperative proposals must include sloped roofs to lower over all <br />height and other architectural elements to further enhance the structure and reduce the <br />visual mass of the building. A similar exterior architectural treatment must be incorporated <br />into the design of the town homes. <br />b. The Public Works Department must complete the review and approve of the grading, <br />drainage, and utility plans proposed with the General Concept and Final Plan submittal. <br />All plans, including the location of fire hydrants (per Fire Marshal) and utility services <br />connections, require the approval of the Public Works Department. Specifically, <br />Greenhouse Village will be required to connect to Roseville water. <br />c. The on-site parking lot for the cooperative proposes 32 off-street visitor parking spaces <br />(21 south side and 11 north side) which are consistent with the City Code.
