d. Prior to the issuance of a building permit, a11 �ire hydrants must be activated to ensure <br />proper safety precautions are in place to protect the structure and construction workers. <br />e. A11 buildings, tree branches and roots, debris, and any soil contamination (subjectto <br />MnPCA requirements)must be removed from the site (not burned on the site) prior to the <br />issuance of a building permit. Soi1 contamination reports must test for lead and exposure <br />during construction and a plan must be developed to address lead (and other contaminants <br />above the MnPCA standards) in the soil and mitigate to meet MnPCA standards. <br />f. The landscaping plan must be revised to include the use of fencing and evergreen trees to <br />screen adj acent residential properties to the east, and incorporating elements of the <br />Larpenteur Avenue Streetscape Master P1an within the boulevard area. The developer <br />must continue to work with adjacent property owners along the east property line on the <br />landscape plan and determine who owns the fencing. <br />� Park dedication is required. Staff recommends for this development cash payment in lieu <br />of land dedication. The payment amounts to $7,000 for the town home site and $105,000 <br />for the cooperative site. The park fee is placed in the park dedication and redevelopment <br />fund. The Park and Recreation Commission will review this before �ina1 approvals. <br />h. Details must be submitted for review and approval regarding the reuse of the existing <br />greenhouse north of the proposed town homes. <br />�. Senior to Family Housing Linkage Requirement - As a part of the City and Roseville <br />Housing & Redevelopment Authority's program to encourage choice and opportunity in <br />housing, the developers of this project must prepare a marketing plan that promotes this <br />senior housing project to Roseville residents exclusivelyfor at least 60 days prior to <br />marketing to the broader community. This has effectively been done through area faith <br />based and senior organizations such as churches and senior centers. The developer must <br />also agree to participate in the Senior Housing Regeneration Program (SHRP) which <br />provides a link between single family homes being vacated by seniors and purchased by <br />iirst time buyers. The developer must promote the SHRP as part of the project sales <br />program and include information regarding the program to each potential purchaser or <br />renter in the project. This relationship wi11 help to provide an intergenerational mix <br />instrumental in achieving a strong neighborhood balance <br />,�_ The submission of a Construction Traffic, Access and Delivery Time and Location P1an <br />created by the developer and submitted with �ina1 documents for approval. The approved <br />plan sha11 be adhered to by the developer and a11 contractors/vendors on the site. <br />4.5 Progress to Date: Since the Council's approval of the "CONCEPT phase of this <br />redevelopment project, the applicant has been addressing the comments and conditions <br />raised at the Council meeting of May 25,2004. Specifically, the senior cooperative has <br />been downsized from 105 units to 102 units; the site is being readied for development <br />through the removal of buildings and debris, and has received a"no further action and no <br />association determination letter from the Minnesota Department of Agriculture <br />PF3548_RCA FinalDevelopment_013105.doc Page 3 of 15 <br />
