RESIDENTIAL POLICIES (Roseville Cornp�ehensive Plan text in italics) <br />The City will: <br />I. Adopt flexibde standa�dsfo� new single farnily and multi family housing <br />developrnents to allow fo� innovative developrnentand rno�e e�cient densities. It <br />is not the goal of the City to signifrcantly inc�ease ove�all �esidential densities. <br />a) Encou�age highe� quality rnixed developrnents by allowing planned unit <br />developrnents as guided by the goals, policies, and pe�fo�rnance standa�ds <br />of the cornrnunity with rno�e dedication of park and open space. <br />The proposal by Greenhouse VillageProperties will be a m�ed residential development <br />that is designed and zoned through the Planned Unit Development process. The <br />development must meet park dedication requirements (cash payment versus land <br />dedication) and the project provides for a park-like setting on the premises for residents <br />within the proposed cooperative. <br />�� Encou�age innovative high quality planning and design in �esidential developrnents that <br />cate� to the life style/life cycle ofp�esent and futu�e �esidents. Highe� quality developrnent rnay <br />include such irnp�overnents as rnason�y exte�io�s, highe� window and wall insulation packages, <br />unde�g�oundpa�king, rno�e usable open space than no�rnally �equi�ed, po�ches, landscaping, <br />unde�g�oundpa�king, and arnenities packages within each unit. <br />The Greenhouse Village Properties proposal will create life-cycle housing (senior <br />cooperative and town homes) for a sector of the population where there is significant <br />market rate housing demand. The High Density Residential development will consist of <br />112 units at a density of 20 units per acre. The structures will be high quality with cultured <br />stone, and/or brick, maintenance free siding, energy efficient windows, and insulating <br />practices consistent with the Energy Code. Porches may be added, as well as decks and <br />patios. <br />7. When app�oving a�esidential Planned Unit Developrnent, �equi�e bette� quality <br />with established c�ite�ia fo� open space, a"sense of place'; and quality rnate�ials. <br />The Greenhouse Village Properties proposal, through the utilization of the planned unit <br />development (versus straight rezoning), will require a better quality development, with a <br />"sense of place", greater open space (some used for storm water management), and quality <br />materials. <br />8. Encou�age the developrnentof well-designedrnultiple farnily dwelling p�ojects <br />which a�e cornpatible with adjacent uses.
