�.1 � The parcel at 1017 Larpenteur Avenue was inadvertently missing from the original <br />Comprehensive Land Use Map amendment of May 24,2004. The existing <br />designation of Low Density Residential (LR) for this parcel will change (as will all <br />others) to a designation of High Density Residential (HR) consistent with the <br />proj ect. <br />�_�Q Lot 2, Block l, Greenhouse Village will be zoned within the PUD with an underlying <br />zoning of R-6,Town Home District, to afford the developer flexibility to complete a <br />final (perhaps revised) market conscience town home design. Development of this <br />lot will reauire staff and the Planning Commission review and Citv Council <br />apnroval for desi�ns or uses other than 7 town homes. <br />OTHER IMPROVEMENTS: <br />�.� L The storm water management plan for the Greenhouse Village development will consist <br />of a number of small water collection depressions (front), an infiltration swale (front) and <br />an infiltration pond and site amenity (rear). <br />�.�� The large infiltration pond will be surrounded by a pedestrian path, which will connect to <br />each complex, the activity building and Dionne Street. Additional pedestrian paths will <br />be constructed to connect from the Larpenteur Avenue path to the main entry. <br />5. �3 Tiered boulder retaining walls will be designed adj acent to the underground parking <br />accesses and a 5 foot tall privacy fence will be installed adjacent to the town home access <br />drive, the green house, and eastern complex, to screen adj acent single family residential <br />property owner's views of the drive lane and parking lot. <br />�, i=4 The Greenhouse Village proposal includes garden plots and a new 15 foot by 20 foot (300 <br />sq. ft.) greenhouse adj acent the town home access drive. The existing greenhouse, which <br />will be used for dry storage of construction materials, will be removed prior to an <br />occupancy permit being issued. <br />�_�5 The submitted landscape plan has been modified to account for the revised site plan and <br />pond improvements. Greenhouse Village proposes an elaborate landscape plan with a <br />mix of deciduous, coniferous, and perennial plants, including evergreen trees along the <br />east property line to provide a year-round screen/break-up of the complex; court yard <br />landscaping with a bridge, benches and an arbor; pond landscaping; and boulevard trees <br />consistent with the City's Streetscape Master Plan adjacent to both LarpenteurAvenue <br />and Dionne Street. <br />�,� POLICY (Comprehensive Plan Consistency) & FISCAL IMPLICATIONS: <br />�. ] (FROM MAY 24,2004 REPORT & APPROVAL) The Roseville Comprehensive <br />Plan Goals and Policies include the following direction: Roseville Comprehensive <br />Plan (2003)— Goals and Policies - Page 7 through 11.
