The Community <br />Development Department will complete a review of the site lighting plan and will work <br />with the Developer on an appropriate style and layout prior to issuance of any <br />construction permits. The developer may want to discuss options with Xcel Energy for <br />residential street lighting and within the development site. Lighting adjacent to existing <br />residential properties must be down cast. <br />�� The placement of inechanical equipment can create visual and noise issues. Given the <br />proposal it is assumed that air conditioning units for the town homes will be placed on the <br />ground. All units for the town homes must be placed on the north side of each unit and <br />be screened from view by fencing, vegetation or building walls. <br />?.� In the case of the senior cooperative, it is assumed that heating, cooling, and ventilating <br />equipment and air conditioning units will be affixed as wall units to the building fa�ade <br />and not placed on the roof or ground. However, should mechanical equipment be placed <br />on the ground or placed within roof cavities, those mechanical units must be centrally <br />placed and screened from view and include reduced noise levels, especially from adjacent <br />existing structures. <br />F. I f� Should an emergency generator be contemplatedfor the cooperative, the final site plans <br />must indicate the proposed location and the generator must meet all applicable State <br />decibel levels. <br />HOUSING & REDEVELOPMENT AUTHORITY: <br />'. I I At the request of the Planning Commission, staff has developed language to be included <br />within any Planned Unit Development (PUD) Agreement dealing with the development <br />of senior housing to address "linkage" between new senior developments and Roseville <br />senior residents, and a"link" between the seniors leaving single family homes and new <br />residents moving in. This language is in response to the HRA.'s (as well as the Planning <br />Commission and City Council) goal to provide a link between new senior housing <br />proj ects and new families in the hopes of creating balance in Roseville's neighborhoods. <br />� 1� At their meeting of January 18,2005, the HRA supported the following language for <br />inclusion in the Greenhouse Village Planned Unit DevelOopment Agreement: <br />a. Senior Circulator Plan from Senior Housing to Services. The developer shall <br />prepare and file with this PUD an initial plan for regularly scheduled <br />transportation of residents from the senior housing project to services within the <br />community. <br />b. Senior Housing Marketing and Linkage Programs. As a part of the City and <br />RHRA program to encourage choice and opportunity in housing, the developers of <br />this proj ect shall prepare and file with this PUD an initial plan and program which <br />will market and promote this senior housing proj ect to Roseville residents for at <br />least 60 days prior to marketing to the broader community.
