6.4 Residents: The Community Development Department estimates there will be
approximately 174 new residents when fully built out. The developer reports that 70% of
the sold units will be occupied by Roseville residents. The HRA will conduct a follow-up
survey one year after completion to better understand the population changes created by
the new housing units.
7.0 PROJECT IMPACTS:
7.1 Average daily traffic (ADT) along Larpenteur Avenue, between Lexington Avenue and
Dale Street was 17,300 vehicles in 2000. It is anticipated that traffic will increase to
26,200 ADT by 2010 and remain stable through 2020 in the general vicinity of the
proposed Green House Village project (Source: Roseville Comprehensive Plan — Section
5, Rarnsey County Transportation Plan).
7.2 It is estimated (provided by traffic consultant Glen Van Wormer) that senior housing
produces 3.85 vehicle trips per day per unit or in the case of Green House Village, 404
total vehicle trips which will enter or leave the senior cooperative from the private drive
to Larpenteur Avenue during a given 24 hour day. This includes vehicles such as the mail
truck, delivery trucks, and garbage pick-up.
73 Traffic generation (Source: Institute of Traffic Engineers — Traffic Generation Manual)
for the town home development is estimated to be from 7 to 11 vehicle trips per housing
unit or a total of 49 to 77 total trips which will enter or leave town home development
from the private drive to Larpenteur Avenue. This includes vehicles such as the mail
truck and garbage pick-up.
7.4 The 11 on-site parling spaces with access to Diozxze Street will have minimum vehicle
movements, mostly utilized by visitors. Additional parking could be constructed adj acent
to this lot if demand is created, based on the proof of parling agreement.
7.5 The City Code requires off-street parling to consist of 1 enclosed space for every unit of
senior housing and 0.3 spaces per unit of visitor (surface) parling. The Code further
requires two spaces for each town home dwelling unit, of which 1 space must be
enclosed. The proposal for Green House Village includes 121 underground parling
spaces and 32 surface (on-site) spaces for a total of 153 parling spaces, which exceeds
the City Code requirement.
7.6 The town house proposal includes 2 enclosed spaces for each unit and 2 driveway parling
spaces per unit for a total of 28 parking spaces. Although no direct visitor parling spaces
have been provided for the town home project, shared parking just to the west can
accommodate up to 10 vehicles. A proof of parling agreement will be written with the
developer to assure that, if needed in the future, the site can accommodate additional
parking.
PF3548_RCA_FinalDevelopment_O13105.doc Page 12 of 15
