�r�pf I m �n <br />REQUEST FOR COUNCIL ACTION <br />1����M���r��ruVsxl: <br />Item Descri{tion: Ramsey County Parks and Recreation: <br />Request for Approval of Burn Permits <br />I.� <br />� <br />Requested Action <br />Date: Jan. 2005 <br />Item No: 3.k <br />Agenda Section: <br />CONSENT <br />Rarnsey County Parks and Recreation Department is requesting City Council approval for the <br />following bum permits to enhance prairie management in the parks: <br />a) The first site is a four acre natural area around the ponds at Lake McCarrons County Park. The <br />Council approved a like permit in February of 2004. The County advises that they anticipate <br />three consecutive years of bums, and thereafter, a bum every three to four years. It is requested <br />that this permit be valid from April l— May 10,2005. <br />b) The second site is in the Lake Josephine County Park, west of LexingtonAvenue on the north side <br />of the swimming beach approx. 0.5 acres in size and an area approx. four acres in size on the <br />south side of Lake Josephine.. It is requested that this permit be valid from April 1— May 10, <br />2005. <br />3.� Background <br />�.I <br />�.� <br />Rarnsey County Parks and Recreation Department will conduct the burns and the Countywill provide <br />all necessary equipment and personnel to insure a safe bum in a controlled manner. The Department <br />has extensive experience conducting controlled burns over the past 16 years. All burning is done <br />against the wind so that it moves at a slow speed, and the sites will be burned on days when the wind <br />blows smoke away from the street and homes in the area. The Roseville Fire Marshal and Fire <br />Department are kept abreast of all activities by Ramsey County. <br />Staff Recommendation <br />�. I The staff recommendsthe City Council authorize the Fire Marshal to issue burn permits as requested <br />by the Ramsey County Parks and Recreation Department. <br />�.� Suggested City Council Action <br />By motion, authorize the Fire Marshal to issue burn permits to Ramsey County Parks and <br />Recreation Department as requested in Ramsey County Parks and Recreation letter of <br />January 12, 2005, and as indicated in Sectionl.l of this report, and further that said burn <br />permits are to be issued conditioned upon compliance with the following stipulations: <br />a) The burn shall be conducted by acknowledged experts from the Ramsey County <br />Parks and Recreation Department; and, <br />b� Ramsey County Parks and Recreation Departmentshall notify the Roseville <br />Fire Department at least two days in advance of the date and time of the <br />burn. <br />Attachment: Letter of request from Ramsey County Parks and RecreationDepartment <br />Prepared by: John Loftus, Fire Marshal <br />
