The main communication tool is the resident newsletter the "Roseville Wrap." The four- <br />page, broadsheet (l 1x17) newsletter is mailed to every resident and business with a Roseville <br />mailing address for a total of 16,700 copies. <br />Roseville has been publishing a resident newsletter since 1967. In a 1998 survey 82% of residents <br />said the newsletter was very effective or somewhat effective in keeping them informed of <br />activities in the City. In a 2002 resident survey 74% of residents surveyed said they receive <br />recycling information from the Wrap — three times more than from any other source of <br />information. <br />The printing industry has been hit hard by the economic downturn. Some printers have gone out <br />of business and others have merged. The company Roseville has long worked with to print the <br />Wrap, Twin City Litho, has been bought three times in the past two years. The current owners, <br />Marcom Nordic, specialize in printing packaging. <br />The Communications staff believes it is an appropriate time to solicit proposals from printers to <br />ensure it is using the best quality and most cost effective means of preparing and delivering the <br />Roseville Wrap. By entering into a three-year contract the City will be able to secure reduced <br />rates. <br />Council Action Reauested <br />A motion authorizing the City of Roseville to issue a Request for Proposals (RFP) for design and <br />printing of the Roseville Wrap. <br />
