PURPOSE AND NEED <br />The City of Roseville communicates news of use and importance to residents through a <br />variety of inedia. The main communication tool is the bi-monthly resident newsletter the <br />Roseville Wrap. The four-pagebroadsheet (l 1x17) newsletter is mailedpre-sort standard or <br />by addressed mail to every resident and business with a Roseville mailing address. The <br />newsletter went to its current format in June of 1998. <br />As part of a periodic assessment of the effectiveness of Roseville publications, the City wants <br />to ensure it is using the best quality and most cost effective means of preparing and delivering <br />the Roseville Wrap. The City also believes the effectiveness of the Wrap could be enhanced <br />by a graphic redesign to give the publication a more contemporary look. <br />The City of Roseville wishes to enter into a three-year contract with a vendor who most <br />completely meets the specifications listed on pages 2 and 3. <br />BACKGROUND <br />Roseville has been publishing a resident newsletter since 1967. In a 1998 survey 82% of <br />residents said the newsletter was very effective or somewhat effective in keeping them <br />informed of activities in the City. In a 2002 resident survey 74% of residents surveyed said <br />they receive recycling information from the Wrap — three times more than from any other <br />source of information. <br />Through the years the "Roseville Newsletter" has expanded the number of pages published, <br />added pictures and color graphics. In June 1998 it was renamed the "Roseville Wrap" and <br />expanded to its current broadsheet size. <br />A City Publications Specialis�/Communications Specialist laid out versions of the Roseville <br />Wrap up until June of 2001. That staff person also ordered the paper for the printing, bundled <br />the printed newsletters and delivered them to the post office. One result of that broad set of <br />responsibilities held by one person was an inconsistent publication schedule. For instance, the <br />Wrap was published 4 times in 2000 and 5 times in 1999 and 1998. And there was no set <br />schedule for when the issues were published. In 1998 the Wrap was published in February, <br />April, JunelJuly, AugustlSeptember, and October/November. In 2000, the Wrap was <br />published in March/April, June, August and November/December. In 2002 the Wrap began <br />printing in four-color on a bimonthly schedule of printing where the issue date was the first <br />day of odd numbered months. Budget cutbacks in 2004 forced the City to switch to three- <br />color with a schedule of five issues a year. The Council could restore those cuts beginning in <br />2006. <br />Changes in staffing led to a re-examination of the roles and responsibilities of the <br />Administration Department staff. It was determined to be more cost effective and efficient to <br />have a contractor handle layout, printing and preparation for mailing. <br />Currently, a Communications Specialist gathers information, articles, photographs and <br />-t- <br />
