graphic design elements from City Staff and community members. A Communications <br />Specialist then edits the material and provides text files in Microsoft Word, images in jpeg or <br />tiff format and graphics in InDesign, PageMaker, Corel Draw and/or Adobe Illustrator to the <br />printer for layout during the first week of the month of mailing. <br />The designer and Communications Specialist consult on initial ideas on layout. That and <br />subsequent consultation may rely on e-mail and fax as well as telephone and in-person <br />conversations. The printer provides a blue line copy of the layout within 4 days. The <br />Communication Specialist reviews the proposed design and provides corrections and changes <br />within 1 day. A second copy is returned to the City within 2 days. The Communication <br />Specialist reviews the proof within 24 hours. The four-page, broadsheet Roseville Wrap is <br />then printed, prepared for mailing and shipped to the post office for delivery during the last <br />week of the month. These processes ensure the finished four-page Wrap will efficiently and <br />effectively communicate relevant information about Roseville to residents. <br />As a result of this new process and design, the Roseville Wrap has increased its effectiveness <br />as a communications tool based upon resident feedback. For instance, the January/February <br />2002 Wrap included an article on radon testing. It was tied in to a campaign by Ramsey <br />County to offer reduced price home testing kits to Roseville residents because Roseville has <br />one of the highest levels of household radon contamination in the County. The Wrap arrived <br />in homes beginning Saturday, December 29. In the first three working days after that the <br />County received more than 30 orders for the radon testing kits. By the end of January, the <br />County had received orders for nearly 500 kits meeting its goal for the entire three-month <br />program. <br />PROPOSAL EVALUATION CRITERIA <br />1.01 To provide services including but not limited to layout of source material generated in <br />Microsoft Word, Adobe Photoshop, Adobe PageMaker, Adobe InDesign, Adobe <br />Illustratorand/or Corel Draw; use of relevant clip art, in-house printing of a four-page, <br />broadsheet newsletter on paper with a minimum of 30% post consumer recycled <br />content; ability to staple inserts; a runner to pick up and deliver copy; inkjet addressing <br />of 1,108 newsletters and prepare approximately 15,572 for pre-sort standard mailing; <br />and delivering newsletters to the Post Office needed to achieve the ultimate intent of <br />effectively and efficientlypublishing the Roseville Wrap. <br />1.02 The Vendor will have the ability to meet strict deadlines and the ability to hold space to <br />accommodate last minute additions and corrections. <br />1.03 The Vendor will propose a process by which the high-quality customer service <br />expectations noted on the bottom of page one and top of page two are to be met. <br />1.04 The Vendor will include with the proposal examples of municipal newslettersproduced <br />
