City Council Regular Meeting — O1/31/05 <br />DRAFT Minutes - Page 8 <br />issue a Request for Proposals (RFP) for design and <br />printing of the Roseville Wrap. <br />Roll Call <br />Ayes: Maschka, Kough, Schroeder, Ihlan and Klausing. <br />Nays: None. <br />3.n Reappoint Richard Houck to the Police Civil Service <br />Commission and Doug Wilkie to the Public Works, <br />Environment, and Transportation Commission <br />Maschka moved, Schroeder seconded, the reappointment <br />of Doug Wilkie to a second, three-year term on the Public <br />Works, Environment, and Transportation Commission and <br />reappointment of Dick Houck to a second, three-year term <br />on the Police Civil Service Commission respectively <br />(April 1, 2005 through March 31, 2008). <br />Roll Call <br />Ayes: Maschka, Kough, Schroeder, Ihlan and Klausing. <br />Nays: None. <br />4. Items Removed from Consent Agenda <br />4.a Approve Check Register (Consent Item 3.a) <br />Councilmember Ihlan requested clarification of several <br />expenses, identified as Tax Increment Financing — <br />Economic Development Services, found on pages 3, 5 and <br />26 of the Check Register on the staff report dated January <br />31, 2005. <br />City Manager Neal Beets, Community Development <br />Director Dennis Welsh, and City Attorney Anderson <br />provided detail and clarification as applicable. <br />Councilmember Ihlan noted that she would be voting in <br />opposition to approving the Check Register, reiterating her <br />previously-expressed concerns related to approving <br />expenditures for consulting fees, tracking Tax Increment <br />Financing and Economic Development expenditures <br />pending further review of their propriety. <br />Reappoint <br />Richard Houck <br />PCS Commission & <br />Doug Wilke <br />PWET Commission <br />Items Removed <br />from Consent <br />Agenda <br />Check Register <br />
