Ttc East Kooch system i s very similar in many respccts to this proj ect area aald has
neer experienced a pipe break because of freezing and in cightcen ycars of
operation. In fact, East Kooch las experienced only two axarativly nlinor leaks
at Iiti stations. The Jacsk Bay project actually incorporates better technology and
the Court .acs it's design is not likely to cause environmental .2z.
L,eak Protection
5_ Underwater crossings are not iikely to cause leaks as alleged by ihc Plaintiffs. The
safeguards of shut off valves, pressr sensors, warning alarms, remote aIa.xa,
telemetry (SCADA), freeze-6aI resistant piping, insulated pipes and equpni.,
heat tracing ad back up power arc adequate to reasonably insure the sfc workability
of the system in the vater crossing areas. $ecasc of these safeguards designed into
this system, rock blasting is not likely to cause leaks and small diarncter piping or
even the existence of over 240 sewage grinder stations are not likely to result in leaks.
1 The pressure sewer system will utilize high density polyethylene (H]P c) pipe. T h i s
courl i s pesuadcc by the evidence presented and finds that if elis type of pipe cezes,
it does not burst and will resume its function upon thawing. Furthermore, owcr
outages have historically bce, ot' very short duration i n the County according i,a tile
evidence offered c. reccived, lasting usually no more than threc to ou hours A
power outage of this duration would not likely cause the pipes to reez.
17. In the case of apower outage, crr►exgency power would be ara.ilablc to six pump
staiiozs by two trailer-mounted generators storcd at the North oociichin Sanitary
Sewer Disteict (north Kooch) facilities. Ail heat-traced stents of the pipeline
would have a backup power outlet for use during cxtncled power outages.
F Also rc%rred to by par[ics as the Nrrl.
