City Council Regular Meeting — O1/31/05 <br />DRAFT Minutes - Page 2 <br />Councilmember Schroeder opined that it would seem appropriate <br />to discuss Agenda item #14 entitled, Council Rule to Adjourn <br />Meeting at 10:00 p.m. and Reconvening the Next Day," in a <br />timely manner on tonight's agenda. <br />Roll Call <br />Ayes: Kough, Schroeder and Ihlan. <br />Nays: Maschka and Klausing. <br />Motion adopted. <br />Kough moved, consideration of Agenda item # 12 entitled, <br />"Consider Authorizing Engineering Consulting Services to Study <br />Repair Options for the OVAL," be tabled. <br />Mayor Klausing ruled the motion out of order; noting <br />Councilmember Kough would have the opportunity to so move <br />at the time item #12 was considered on the agenda. Mayor <br />Klausing advised the agenda would proceed as amended. <br />Receive Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any non-agenda items. <br />A. Richard Lambert, 800 Brenner Avenue <br />Mr. Lambert appeared on behalf of the Roseville Citizens <br />League (RCL) and presented written comment to the City <br />Council related to the public comment policy for Council <br />meetings. Mr. Lambert's written comments provided <br />several suggestions for Council consideration to allow <br />continued public comment, while improving the code of <br />conduct at meetings to provide a civil and courteous <br />platform to do so. <br />B. Joe Machyowsky, 2690 N Oxford Street <br />Mr. Machyowsky reiterated his previously expressed <br />comments regarding the Council majority supporting the <br />proposed Twin Lakes Redevelopment project; opining his <br />"victimization" as a taxpayer in subsidizing private <br />developers with public monies. Mr. Machyowsky asked <br />"silent taxpayers" to voice their opinions as well. <br />
