The �rn�r�- issues identified by Staff include: <br />• Cost of Local Government Services <br />� Demographics <br />• Development <br />• Housing <br />• Parks & Recreation <br />• Public Safety <br />� Traffic 1 Transportation <br />Staff is prepared to discuss the issues in greater detail at the Council meeting, and will be seeking <br />Council direction on whether to pursue research on these issues. <br />Recommendation <br />To ensure that the City continues to provide the desired services for current and future <br />generations and to make informed budgeting decisions, Staff recommends that the City conduct a <br />community survey with the assistance of a professional research firm. <br />Staff further recommends that the Council review the drafted questions as prepared by Staff and <br />the research firm, and offer suggested revisions. <br />Attachments <br />To ensure that the Council makes a fully informed decision on whether to proceed with a <br />community survey, a sample of the types of questions that ct�u11 be included in the survey are <br />included in Attachment A. While questions designed to measure citizens' satisfaction over a <br />period of time may be used, it is recommended that the vast majority of questions be issue or <br />program-oriented. <br />Please be aware that the auestion� in Artachnaent A are NOT in a scientific or statistically valid <br />format. In addition, some of the questions may be unsuitable dependin� on the survev method <br />used. These questions are provided for the purt�ose of giving the Council an idea of the kinds of <br />substantive questions that can be asked. <br />Council Action Requested <br />Motion to authorize Staff to proceed with the selection of a research firm to assist in preparing <br />and conducting a community survey at a cost not to exceed $25,000 and to amend the 2005 <br />Communications Budget to reflect the use of cable franchise revenue reserves. <br />
