Rule 13 — Manager Spending Limits <br />Pursuant to Minnesota Statutes 412.691 purchasing and contract authority over $5,000 shall require prior <br />council approval. <br />State law states this amount is a not to exceed limit of $IS. 000. Ma7oritv of'Council is not cornfortable at <br />this ti�ne with this limit and lowered it to $5.000. <br />Rule 14 — Employee-Council Communication <br />The City Manager or any employee under his direction shall not prevent another employee from <br />communicating with any elected official. The City Manager shall be responsible for enforcing this rule <br />and shall establish written disciplinary measures. All violations shall be immediately reported to the City <br />Council. <br />This rule did not�ass. <br />Suspend implementation of the Employee Council Communication rule for 60 days to allow time for the <br />City Manager to develop an internal policy that will be incorporated in the employee handbook that will <br />address this problem. <br />Rule 15 —Travel <br />All official out-of-state travel by elected officials shall require prior City Council approval. The City <br />Council shall receive a written or verbal report upon the return of the elected official. All costs associated <br />with the out-of-state travel, training or conferences by Council members shall be reported to the city <br />council quarterly on a cumulative basis. <br />New r�ule where the Council will monitor its own travel. <br />
