This rule was chanped per comments received from Neal Beets. Ed Burell. RCC. Mavor and Council <br />MemberKouph. This is what other cities do. <br />Rule 7 — Community Comment <br />Community comment shall be allowed for citizens to provide items of information to the Council that are <br />not on the agenda. All requests for City remedy or actions shall be referred to the City Manager for <br />investigation and reporting. <br />Verv similar old rule 17. <br />Rule 8 — �.ules of Order <br />The Council shall operate under Mason's Manual of Legislative Procedure, (sections 61-62, 92, 157, 240- <br />246,250-254,272-276, 310-316,575) and Robert's Rule of Order, Revised, 1993. <br />This rule did not pass. <br />Rule 9— Ordinances & Policy Development <br />Any Council member may request the City Manager to prepare a proposed ordinance. There should be a <br />waiting period of at least two weeks between the initial presentation of the ordinance and the final vote, <br />for public comment and to conduct additional research. <br />Verv similar to old rules 12 and 13 which were combined. <br />Rule 10 —Council Liaisons, Subcommittees and Task Force Assignments <br />The Mayor shall review and select one or more members to serve as liaisons to outside boards, <br />associations, or j oint powers organizations. The Mayor shall make all appointments to Council <br />subcommittees or task forcesexcept as specified by law or ordinance. Selections may be rejected by the <br />full Council within 30 days of appointment. <br />This rule was chanped based on comments from Neal Beets and Ed Burell, Note that the mc�vor selects <br />and the Council can reiect his selections. These selections are�or �rauns like the Vista 2000... not the <br />Planninn Commission or the Park and Recreation Commission. <br />Rule 11 —Allocation of Office Space <br />The Mayor shall be responsible for the allocation of office space for the Mayor and Councillnember� to <br />use. <br />New rule ver CouncilMember Kouph campai�n. Council does not want to control anv other o�f ce <br />space, onlv a small area we can use with a phone and computer. <br />Rule 12 —Official Spokesperson <br />The Mayor shall be the official spokesperson for the city except as specified by law or ordinance. <br />The RCC indicated the Mavor is the de, acta spokesperson.
