Councilmembe� Conduct. All Counc��rnembers shall con- <br />duct themselves as to inspire public confidence and trust in <br />Roseville government. Accordingly, Councilmembers will: <br />a. Prepare in advance of Council meetings and be fa- <br />miliar with issues on the agenda; <br />b. Fully participate in City Council meetings and other <br />public forums while demonstrating respect, k-�nd- <br />ness, consideration, and courtesy to residents, staff <br />members, and other Councilmembers; <br />c. Demonstrate effective problem-solving approaches; <br />d. Participate in scheduled Council activities to in <br />crease Council effectiveness. <br />The Community entrusts �ouncilmembers to show how in- <br />dividuals with different values and points of view can find <br />common ground and create a compromise that benefits the <br />community as a whole. Often, this may require Council- <br />members to "agree to disagree without being disagreeable." <br />3. Special and Emergency Council Meetings. <br />a. The Mayor or any two Councilmembers may call a <br />Special Meeting of the City Council. Any Member of <br />the Council desiring to call a Special Council Meet- <br />ing shall first make a good faith effort to contact, or <br />have the City Manager contact, a71 other Members of <br />the Council to determine their availability. The City <br />Manager shall provide notice of Special Council <br />Meetings as required by law. <br />2 <br />
