Consider unfinished business. <br />v. Consider new business. <br />vi. Adjourn. <br />5. Presider. <br />a. The Mayor sha11 preside at all Council meetings and <br />facilitate discussion in a way that balances fairness <br />in accomplishing the public's business with effi- <br />ciency. To that end, the Mayor and Council will use <br />the most recent edition of Robe�ts' Rules of O�de� as <br />a meeting guide. <br />b. In the Mayor's absence, the Acting Mayor shall pre- <br />side at Council meetings. In the absence of the <br />Mayor and Acting Mayor, the Councilmember with <br />the most seniority as a Councilmember shall pre- <br />side, and where Councilmembers have equal senior- <br />ity that Councilmember who received the most votes <br />at the last city election shall preside. <br />c. As assisted by the City Attorney, the Presider shall <br />rule on all procedural questions associated with the <br />running of a council meeting. Any Councilmember <br />may appeal a procedural ruling of the Presider. The <br />appeal must be presented at the time of the P�-e- <br />sider's ruling. A majority vote of the Council quo- <br />r u m at that meeting overturns the Presider's proce- <br />dural ruling. <br />6. Voting. Councilmembers will vote on a11 motions pre- <br />sented at a Council meeting unless they declare an actual <br />or potential conflict of interest, or state another reason for <br />� <br />
