They were put together with a great deal of thought after <br />studying the problem seen in many jurisdictions. <br />I have seen many people express themsel.ves at council meetings regarding <br />what they see as problems with the city, and even do so angrily, but still <br />do so in a way that is courteous and not abusive or insulting. There is no <br />reason why you shouldn't expect the same treatment from everybody. We <br />didn't elect you to be abused or insulted. <br />Tolerating obnoxious behavior from a few leads to more of that kind of <br />behavior. <br />Everyone I know who watches council meetings has expressed a disgust with <br />the way in �vhzCh a few people have been allowed to abuse and insult council <br />members and staff. The abuse of the ci.ty manager and staff is particularly <br />upsetting because they have no way to defend themselves since they have no <br />say in how the meeting is conducted. <br />When you allow anyone to create an atmosphere of anger you simply can't do <br />your best work for us.
