Code � SEARCH �� � liack � Forward � II <br />Part I. Charter <br />Chapter 3. PROCEDURE OF COUNCIL <br />Section 3.01. COUNCIL MEETINGS. <br />The council must meet on the first business day in January following a <br />regular municipal election at its usual place and time of ineeting. Thereafter, <br />the council meets at the times each month as are prescribed by ordinance or <br />resolution. The mayor or any three councilmembers can call special meetings <br />after giving the required open meeting law notice to each councilmember. <br />Notice for a special meeting also must be posted at the city hall before the <br />meeting according to special meeting requirements of the state open meeting <br />law. Notice to councilmembers must be personally delivered to each <br />member, or left at the member's residence with a responsible person. All <br />council meetings are public, except those which by law can be made <br />nonpublic. Any person can have access at reasonable times to the minutes <br />and records of public meetings. Data made accessible must comply with data <br />practices laws. <br />(Section 3.01 amended by Ord. No. 88-51, 7-25-88; Ord. No. 2004-8, 4-5- <br />2004) <br />Section 3.02. SECRETARY OF COUNCIL. <br />The council secretary must record and maintain minutes of council <br />proceedings, maintain other records relating to council meetings, and perform <br />all other duties required by this charter or the council. The council can <br />appoint other officers and employees as are needed to assist at its meetings. <br />The council can designate the city clerk, or other city official or employee, <br />except the city manager or councilmember, to act as council secretary. <br />(Section 3.02 amendedby Ord. No. 2004-8, 4-5-2004) <br />Section 3.03. RULES OF PROCEDURE AND <br />QUORUM. <br />The council determines its own rules and order of business. A majority <br />of all members elected constitutes a quorum to do business, but a smaller <br />number can adjourn from time to time.
