Bloomington City Code Chapter 3 page 1 <br />vote of all of its members, can direct publication of only the title and a <br />summary of an ordinance, if the council approves the text of the summary and <br />determines that it would clearly inform the public of the intent and effect of the <br />ordinance. The summary must comply with the requirements of Minnesota <br />Statutes Section 331A.01, Subd. 1(} and give notice that a full copy ofthe <br />ordinance is available for inspection during regular office hours at the city <br />clerk's office. As provided by law, an ordinance can incorporate by reference <br />a statute of Minnesota, a state administrative rule or a regulation, a code, or <br />ordinance or part thereof without publishing the material referred to in full. <br />(Section 3.p$ amendedby Ord. WHEN OR.A�N��TGES AND <br />RESOLUTIONS TAKE EFFECT. <br />Resolutions and emergency ordinances take effect immediately upon <br />passage or at a fixed later date. All other ordinances take effect upon <br />publication unless a later date not exceeding 30 days is specified. All <br />ordinances and resolutions adopted by the voters take effect immediately <br />upon adoption or at a fixed later time. <br />(Section 3.09 amended by Ord. AMENDMENT AND REPEAL OF <br />ORDINANCES AND RESOLUTIONS. <br />All ordinances or resolutions repealing previous ordinances or <br />resolutions or a section or subdivision thereof must give the number, if any, <br />and the title to the ordinance or resolution to be wholly or partially repealed. <br />No ordinances or resolutions or sections or subdivisions can be amended by <br />reference to a title alone, but an amending ordinance or resolution must set <br />forth in full each section or subdivision to be amended and must indicate new <br />matter by underscoring and old matter to be omitted by enclosing it in <br />brackets and lining out all language between the brackets. In newspaper <br />publications, the same indications of omitted and new matter must be used <br />except that italics or bold-faced type can be substituted for underscoring and <br />omitted matter may be printed in capital letters within parentheses. <br />(Section 3.10 amended by Ord. No. 2004-8, 4-5-2004) <br />Section 3.11. REVISION AND CODIFICATION OF <br />ORDINANCES. <br />The city can revise, rearrange and codify its ordinances with such <br />additions and deletions as the council considers necessary. The ordinance <br />code must be published in book, pamphlet or continuously revised loose-leaf <br />form and copies must be made available at the council secretary's office for <br />distribution to the public free or at a reasonable charge as the council <br />determines.
