RULE 11 -PUBLIC HEARINGS AND APPEALS <br />1. Time of Hearings. The ti�t�e for commencing a public hearing or appeal sha11 be noted in <br />the Council meeting Agenda. The presiding officer «�ay modify the order ofbusiness <br />under Rule 4 in order to conduct the hearing or appeal at or about the designated time. <br />2. Quasi-Judicial Body. In hearing appeals, the Council sits as a quasi judicial body. It sha11 <br />conduct the hearing on an appeal in accordance with provisions of the Tacoma M.unici�al <br />Code' and these rules, as applicable. <br />3. Time Limits for Oral Argument. At the time an appeal is heard by the City Council, <br />each side sha11 be afforded a maximum often minutes for oral argument. In the event there <br />are multiple appellants or respondents, each side shall divide its ten-minute time limit <br />between or among the appellants or respondents, or, if agreement cannot be reached, as <br />directed by the Mayor.
