Street right-of-way for the town homes. Final plans must he reviewed and approved by <br />the Public Works Department. Similarly, a water lateral will be sized appropriately and <br />extended to each of the developments. <br />5.2 A storm water management plan and wetland protection will be required. The submitted <br />plan included a buffer strip around the wetland for added protection and a small <br />pondlinfiltration area adjacent the church parking lot and McCarrons Boulevard. Staff <br />has been discussing the options of creating an infiltration swale along Elmer Street, in the <br />existing easement and drainage route, to effectively handle run-off from this site as well <br />at the church and armory parking lots. <br />5.3 The remaining utilities, such as electricity, cable, telephone, and natural gas, will be <br />designed and coordinated through the Public Works Department to be underground, and <br />utilize a j oint trenching system where applicable. Further, all transformers must be <br />identified on a plan, prior to final approval, so that adjustments to proposed locations can <br />be evaluated in order to eliminate possible unsightly locations. <br />CONDOMINIUM: <br />5.4 The condominium structure is "�.," shaped to fit better with the southern site and the <br />wetland, with the majority of the structure having a presence along the wetland and <br />western property line. 43 underground parking spaces are proposed. <br />5.5 The "General Concept Plan" has established setbacks as follows: A minimum front yard <br />(south) setback of 3Q feet from the property line adjacent to McCarrons Boulevard; a <br />minimum side yard (west) setback of 15 feet for the structure and 8 feet fro the decks; a <br />minimum side yard (east) setback of 14 feet and a deck setback of 8 feet; a minimum rear <br />yard (north) setback adj acent to the delineated wetland of a varying distance of a <br />minimum of to a maximum of 25 feet. <br />5.6 Access to the site will be from McCarrons Boulevard to both the on-site parking lot and <br />the underground parking lot. The site will also have access from the church parking lot <br />and the church has agreed to allow j oint use of the four parking paces nearest McCarrons <br />Boulevard. <br />5.7 The condominium parcel rises approximately 15 feet to the existing home then slopes <br />toward to the wetland in a similar elevation. Site grading will be completed to create an <br />underground garage and look-out units on the main level. The height of the 3-story <br />condominium is estimated at 40 feet to the mid point of the top of the peak of the roof. <br />5.8 The condominium will include building materials consistent with the City Code including <br />stone or brick, durable cement fiber board lap siding, shakes and trim or other <br />maintenance free product, aluminum or vinyl windows and doors.
