'�,�i Traffic generation (Source: Institute of Traffic Engineers — Traffic Generation Manual) <br />for the development condominium and town homes is estimated to be 5.85 vehicle trips <br />per unit or a total of 287 total trips. The condominium has a projected total of 252 trips <br />in a 24 hour period affecting .�a cGa�'ons Boulevard and the town home development has <br />a total of 35 trips in a 24 hour period affecting Elmer Street. This includes vehicles that <br />enter and exit each site and includes trips such as the mail truck and garbage pick-up. <br />7. � The southeast comer of Rice Street at Highway 36 will eventually have a MnDQT <br />commuter parking and Transit pick-up shelter, primary for riders heading to downtown <br />Minneapolis and St. Paul. <br />�,� The Guptil proposal identifies 45 underground parking spaces, 17 on-site surface parking <br />spaces, and 4 surface parking spaces shared with the Galilee Church for a total of 66 <br />parking spaces. The town house proposal indicates 2 garage spaces for each unit and 2 <br />driveway parking spaces per unit for a total of 24 parking spaces. <br />�,? The City Code requires off-street parking to consist of 1 enclosed (garage) and 1 surface <br />space for each unit of a condominium (with no age restrictions) or town home. In the <br />case of the proposal the condominium development is required to have a minimum of 86 <br />on-site parking spaces and the town home proposal 12 on-site spaces. <br />?.� In light of the proposal and staffs support for the condominium, on-site parking is an <br />issue. The City Code requires 86 spaces and the proposal indicates 66 (originally a senior <br />complex), a 20 stall deficiency for market rate units. To correct this situation the <br />developer must: age restrict (55 or older) a certain number of units; negotiate greater <br />shared parking at Galilee Church or the Armory; reduce the total number of units; or <br />create a combination thereof. <br />OTHER IMPACTS: <br />7.�� Site lighting must be downcast and not shed glare at adjacent properties. The Community <br />Development Department has not reviewed a site lighting plan and will work with the <br />Developer on an appropriate style and layout. The developer may want to discuss options <br />with Xcel Energy for residential street lighting and within the development site. Lighting <br />adjacent to existing residential properties must be down cast. <br />�. ] C7 The placement of inechanical equipment can create visual and noise issues. Given the <br />proposal it is assumed that air conditioning units for the town homes will be placed on the <br />_ ground. These air conditioning units must be placed on the south side of each town home <br />unit and be screened. <br />�. ] I In the case of the condominium, it is assumed that heating, cooling, and ventilating <br />equipment and air conditioning units will be affixed as wall units to the building ia�ade <br />and not placed on the roof or ground.
