Community Development staff recommends for this <br />development cash payment in lieu of land dedication. The payment, collected <br />with the building permit, amounts to $6,000 for the town home site and $43,000 <br />for the cooperative site. The park fee is placed in the park dedication and <br />redevelopment fund. The Park and Recreation Commission must review this and <br />provide the City Council a recommendation prior to final approvals. <br />Chair Mulder asked what the density for this proj ect would be. (approximately 20 units <br />per acre) <br />Member Traynar asked if parking can be increased to meet the Code. (NIr. Guptil must <br />either add parking or reduce the units on the site). <br />Member Traynor asked if the Capitol Region Watershed rules/regulations ��ust be <br />adhered to (yes). Engineering staff will seek Capitol Region's concurrence on the plan. <br />By memo of understanding, the City must work with the Watershed. <br />Dennis Guptil, owner and developer of the site, reminded the Planning Commission that <br />this is the third time in front of the Commission. Mr. Guptil said he will work to a <br />2�� solution with the Watershed. Regarding parking, NIr. Guptil has an agreement to share <br />� 1 parking with the Galilee Church which adjoins the site. Because of the pondii�g <br />�' requirements, the building will work best with senior housing. Mr. Guptil explained his <br />�� drainage easement allows for drainage to the west to the storm basin on the west side of <br />?� the Armory. He will work with the Armory to improve the drainage with the Armory and <br />�� the Watershed. Thomas Paschke explained that the concept approval is necessary before <br />�t� the National Guard Armory will be responsive. <br />�- <br />�� <br />��E <br />.�a � <br />�: <br />•, � <br />,f <br />�� <br />3�� <br />;� <br />'� f� <br />�- <br />Deb Bloom asked if Mr. Guptil can accept the conditions of the Watershed. Mr. Guptil <br />said he will work within the rules of the Watershed. <br />Chair Mulder asked for explanation of the plan's density. Mr. Guptil explained the <br />master plan preference for condos on the site to provide residents in the neighborhood <br />with an alternative to older single family homes. <br />Thomas Paschke explained that one neighbor's telephone conversation was concern with <br />the style and design of townhomes along Elmer, with four units only. <br />7!� Delores Mordorski, 2046 Marion Street, asked what the value of the units would be. <br />_� �� Guptil said tlze condos will start in the $ I SO,OOOs, while the townhomes will start in the <br />,� i? � ti�ii,i ii�i i�.T�7 r townhoines will be 1800 sq. ft. on one level for empty nesters. The lower <br />� � level could have a second or third bedroom. The condos will have two bedrooms from <br />�? 1100 to 1300 sq. ft.. She asked if this was a neighborhood place similar to the single <br />�? family. The apartments are not similar to this. Guptil explained the need to update the <br />�� apartments. The condo residents will look for a secure site. She asked for details <br />�� regarding the landscaping. Guptil explained that mature plantings at least 2'/�" in <br />�t� diameter will be planted.
