�_i� STAFF COMMENTS: <br />� I The vacant Meritex triangle is currently under utilized. In the past the parcel has been <br />used for vehicle (over-flow) parking when the office structure was fi.illy occupied and has <br />been used for trailer storage. During the winter months the parcel is used for snow <br />storage and a salt storage bunker currently occupies the parcel. <br />��? Accepting this request would create a heavy industrial use within an appropriately zoned <br />(I-2, General Industrial) area of Roseville with similar heavy industrial uses. Specifically, <br />to the north is Willamette Industries (light manufacturing and assembly), Old Dutch <br />Foods (snack food processing and distribution) and Triangle Warehouse <br />(distribution/warehouse); to the northwest is Highcrest Center (office, research and <br />development); to the south is Nortstar Financial Forms (office & form printing) and <br />Interstate 35W; to the east is the parking lot for Bonestroo, Rosene, Anderlik & <br />Associates; and to west across Walnut Street is Highcrest Park (office, manufacturing, <br />research, and development). <br />�. � The batch and aggregate uses were deleted from the list of permitted industrial uses in <br />2003 (Section 1007) because the few remaining industrial areas in Roseville are close to <br />of�ice andlor residential areas. General concerns would center on noise and vibrations of <br />the crushing, miYing, and hauling operation. However, Shafer has provided data that <br />indicates negli�ible off site vibrations and noise levels under MPCA requirements. Road <br />construction (specifically at the project site — County Road C) are exempt (by state law) <br />from N.�nPCA,. requirements. No EAW or other environmental document is required for <br />this activity. <br />�.� In review of the proposal, staff has concluded that utilizing the Terminal RoadlLang Lake <br />Road route to and from the project site will create less of an impact and disruption <br />(vehicle conflicts) to the business along Walnut Street. <br />5. � The number of trucks necessary to assist in the construction of County Road C would be <br />reduced due to the proximity of the temporary recycling and concrete mixing site. This in <br />turn reduces the amount of fuel used and emits fewer emissions. <br />�.� Centralizing the recycling and mixing operation is an efficient and effective manner in <br />which to reconstruct roads. which can reduce overall construction time. <br />�i.� STAFF RECOMMENDATION: <br />�i. L The Community Development Staff recommends APPROVAL of the INTERIM USE <br />PERMIT for the reasons stated in Section 5 of the project report dated February 2,2005, <br />subject to the following conditions: <br />a.
