b. Shafer Contracting shall erect silt fencing around the periphery of the parcel as a "best management practice"to control potential stockpile erosion during in the event of a rain storm. c. Water and dust palliatives shall be used to control dust from trucks and gravel processing. d. Street sweeping shall be used as necessary or as required by the Public Works or Community Development Department (per the City Street Cleaning Policy – � attached) to reduce dirt from affecting adjacent roadway surfaces. � i e. Truck hauling of material to be recycled and that to be replaced as base material, ' and the hauling of concrete for the new roadway surface shall utilize the Terminal Road to Long Lake Road to County Road C route. Empty trucks returning to the operation site and those trucks hauling materials necessary for the project, including aggregate, cement and water, shall be allowed to use Walnut Street, Cleveland Avenue, and Fairview Avenue. However, during the City's mill and overlay project, Walnut and/or other appropriate routes will be allowed. f. Hours of operation shall be limited from 7:0� .a.m. to i 0:00 p.m. weekdays and 7:00 a.m. to 4:00 p.m. on weekends. g, The Interim Use Permit shall be allowed for a period of one year of from April 2005 to August 2006, unless otherwise requested by Shafer Contracting three months prior (May 24, 2006) to this expiration date. 7.0 PLANNING COMMISSION ACTION: 7.1 On February 2,2005, the Roseville Planning Commission held the public hearing regarding the Shafer Contracting request. At this meeting no citizens addressed the Commission. However, the Commission did have questions of the applicant, the City Planner and the City Engineer. 7.2 Chair Mulder asked what was done with the re-bar and other non used byproduct. Scott — Spisak, Shafer Contracting indicated that all non-used byproduct is typically removed daily. 7.3 Chair Mulder and Member Bakert�an asked about Terminal Road and whether its design can support the vehicles being considered for the project. Deb Bloom, City Engineer stated that Terminal is designed appropriately, but that portions will be under construction later this year. 7.4 Member Pust asked about hours of operation and noise generation.
