r ., c.
$WFER, MNNESOTA 55074
• Sweeping
o Street sweepers will be used as necessary to clean wheel tracking on streets leading to and
from the site.
• Haul Routes
o Haul routes to and from the project and adjacent fr:ways Will be via Tetminal Road,
Walnut Street, Long Lake Road, County Roads, Cleveland Avenue, Fairview Avenue and
County Road C.
• Hours of Operation
o City ordinancepermits operation from 7 a.m. to 10 p.m. weekdays and 9 a.m. to 9 p.m.
Saturdays. We don't anticipate operating every Saturday, but in the event that we may
need to, we hereby request a variance to pezmit starting at 7 a.m.
Reasons to Grant Interim Use
The proposed use is temporary and not wholly incompatible with the current surrounding uses.
Pavement recycling and concrete mixing in urban areas is not a new concept. In fact, Shafer
Contracting Co., Inc. has successfully performed these operations on numerous proj ects throughout
the seven county metropolitan area for more than 15 years. The same operations have been
successfullyperformed on three Ramsey County Projects on County Road 96 in Arden Hills,
Shoreview and Vadnais Heights.
The recycling and mixing equipment meets or exceeds all requirements of the MPCA and other
governing agencies with respect to air or noise pollution. The equipment is portable and commonly
used in road constructionprojects. Noise and vibration analysis reports showing no adverse impacts
to public health and safety are attached.
The general public will benefit from the proposed use because:
• The recycling and concrete mixing will be centralized m an area in close proximity to the project.
. The number of trucks required to build the project will be reduced and confined more to the
construction project and staging area. Congestion will be reduced in the constructionproject and
immediately adjacent areas. This will mean fewer impacts to the traveling public and adjacent
business community.
. From an environmental viewpoint, fewer trucks will result in less fuel consumed and, therefore,
fewer emissions. Also, pavement recycling will conserve scarce virgin aggregates.
An Equal OpO1tLll7ity F117plce'
