We don't anticipate operating every Saturday, but in the event that we may <br />need to, we hereby request a variance to pezmit starting at 7 a.m. <br />Reasons to Grant Interim Use <br />The proposed use is temporary and not wholly incompatible with the current surrounding uses. <br />Pavement recycling and concrete mixing in urban areas is not a new concept. In fact, Shafer <br />Contracting Co., Inc. has successfully performed these operations on numerous proj ects throughout <br />the seven county metropolitan area for more than 15 years. The same operations have been <br />successfullyperformed on three Ramsey County Projects on County Road 96 in Arden Hills, <br />Shoreview and Vadnais Heights. <br />The recycling and mixing equipment meets or exceeds all requirements of the MPCA and other <br />governing agencies with respect to air or noise pollution. The equipment is portable and commonly <br />used in road constructionprojects. Noise and vibration analysis reports showing no adverse impacts <br />to public health and safety are attached. <br />The general public will benefit from the proposed use because: <br />• The recycling and concrete mixing will be centralized m an area in close proximity to the project. <br />. The number of trucks required to build the project will be reduced and confined more to the <br />construction project and staging area. Congestion will be reduced in the constructionproject and <br />immediately adjacent areas. This will mean fewer impacts to the traveling public and adjacent <br />business community. <br />. From an environmental viewpoint, fewer trucks will result in less fuel consumed and, therefore, <br />fewer emissions.
