City Council Regular Meeting — 02/14/05 DRAFT Minutes - Page 14 John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn spoke in opposition to this type of broad survey; expressing preference for a more focused survey (i.e., recycling survey); and provided his own "action plan," based on previous comments expressed by Councilmember Ihlan. Councilmember Schroeder addressed Mr. Kysylyczyn's comments related to operating reserves in the Communications Fund and the analysis of the budget by the Council. A1 Sands, 2612 Aldine Mr. Sands expressed his deep reservations about any real benefit of a general survey, opining that such a survey was `fluff ' and had no accountability; noting the apparent apathy of citizens in past voting records; and encouraged Council concentration in provoking more interest in getting citizens involved in the community. Communications Specialist Carolyn Curti assured Councilmembers that survey questions would be specific. Further discussion included methodology; types of questions or how they were asked; and general design; Council control over design and content of a survey; and the need for the City Council to further discuss the viability of a community survey, prior to additional staff time being expended. No action was taken, with Mayor Klausing recommending that this item be discussed in more detail at the upcoming Special City Council meeting scheduled for the morning of Saturday, February 19, 2005. 10. Consider Park Dedication for Super Target Councilmember Ihlan had requested a written legal opinion from the City Attorney's office related to park dedications and redevelopment of the Target site and future redevelopment. The legal opinion dated, January 31, 2005, was included in the Council Agenda packet and entitled, "Park Dedication Code Section 1103.07, File No. 4002(1)-0152.
