City Council Regular Meeting — 02/14/05 <br />DRAFT Minutes - Page 14 <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn spoke in opposition to this type of broad survey; <br />expressing preference for a more focused survey (i.e., recycling <br />survey); and provided his own "action plan," based on previous <br />comments expressed by Councilmember Ihlan. Councilmember <br />Schroeder addressed Mr. Kysylyczyn's comments related to <br />operating reserves in the Communications Fund and the analysis <br />of the budget by the Council. <br />A1 Sands, 2612 Aldine <br />Mr. Sands expressed his deep reservations about any real benefit <br />of a general survey, opining that such a survey was `fluff ' and <br />had no accountability; noting the apparent apathy of citizens in <br />past voting records; and encouraged Council concentration in <br />provoking more interest in getting citizens involved in the <br />community. <br />Communications Specialist Carolyn Curti assured <br />Councilmembers that survey questions would be specific. <br />Further discussion included methodology; types of questions or <br />how they were asked; and general design; Council control over <br />design and content of a survey; and the need for the City Council <br />to further discuss the viability of a community survey, prior to <br />additional staff time being expended. <br />No action was taken, with Mayor Klausing recommending that <br />this item be discussed in more detail at the upcoming Special <br />City Council meeting scheduled for the morning of Saturday, <br />February 19, 2005. <br />10. Consider Park Dedication for Super Target <br />Councilmember Ihlan had requested a written legal opinion from <br />the City Attorney's office related to park dedications and <br />redevelopment of the Target site and future redevelopment. The <br />legal opinion dated, January 31, 2005, was included in the <br />Council Agenda packet and entitled, "Park Dedication Code <br />Section 1103.07, File No. 4002(1)-0152. <br />City Manager Beets advised Councilmembers that staff had been <br />Park Dedication <br />Super Target <br />
