City Council Regular Meeting — 02/14/05 <br />DRAFT Minutes - Page 15 <br />in discussion with the City Attorney's office and was in the <br />process of compiling the information as recommended by the <br />City Attorney's office; noting that staff had determined that the <br />incremental increase was significant and staff was prepared to <br />begin discussions with representatives of the Target Corporation, <br />at the direction of the City Council. <br />Discussion included involvement of and analyses by the Parks & <br />Recreation and Planning Commissions; legal and factual support <br />of increased demands on the Parks and Recreation facilities; <br />connectivity and safety of the redevelopment site with the Har <br />Mar Shopping Center; and which amenities (i.e., street benches, <br />walkways or trails) would be most effective and alternative use <br />of park dedication fees and the location of such amenities in the <br />neighborhood. <br />Klausing moved, Ihlan seconded, directing staff to undertake an <br />analysis comparing the pre-redevelopment and post- <br />redevelopment uses of the entire "Target" site, taking into <br />consideration the number of commercial lots, size of buildings, <br />permitted uses, expected sales volume, employee work forces <br />and other pertinent factors deemed appropriate by the City; and <br />the results of this analysis suggest and support a conclusion of <br />increased demands on public facilities, then staff should <br />recommend a park dedication at least to the extent of the <br />perceived increase in demand created by the redevelopment <br />proposal. <br />Roll Call <br />Ayes: Kough, Ihlan, Maschka, Schroeder and Klausing. <br />Nays: None. <br />11.
